How come my cellphone receive’s messages late?

I haven’t used my cellphone (like texting) for a month ot two and only used it for alarm.So, i often turn on and off my cellphone (p.s.it’s in a vibrating mode). Now, it cannot receive messages right away.It receives but after I switch it on again.I took it to someone who fixes phones but he said there’s nothing wrong with it. It’s still the same. In order to get messages i need to switch it on and off.Do you know what’s wrong and what i can do?
btw, my phone’s model is Nokia 6600
so, is it the phone or the sim?
